The Impact of the Rural Capacity Building Project On Farm Household Efficiency In Ethiopia


The Objective Of This Paper Was To Estimate The Technical Efficiency Of Farmers Within And Outside Rural Capacity Building Project (Rcbp). In Doing So, The Paper Makes An Important Contribution To The Evaluation Of The Performance Of Rcbp. The Cobb-Douglas Production Function Of The Stochastic Frontier Is Used And The Differences In The Results Are Discussed. The Results Indicate That There Was No Substantial Technical Inefficiency In Farming Operations In Both Rcbp Project And Non-Project Farmers To Their Respective Frontiers. The Results Also Showed That There Was No Significant Difference In Efficiency And Productivity Between Project And Non-Project Farmers As Had Been Sought By Rcbp's Development Plan Objectives (Dpos). The Result Implies, Rcbp's Outcome Target Of 15% Difference In Productivity Changes Between Project And Non-Project Woredas Are Difficult To Evaluate And The Target Lacks Clarity As Such An Outcome Target Had Taken No Account Of The Positive Spillover Effects Rcbp's Project May Have To Non-Rcbp Farmers Or Vice Versa. Second, Because Many Of The Rcbp's Dpos Share Common Goals With The National Plan Of The Country, I.E., Growth And Transformation Plan (Gtp), And Both Are Targeted At The Same Population, They Ultimately Share The Same Productivity Impact, Interacting With Each Other In Complementary Way And This In Turn Might Cause Problems In Future Rcbp's End Period Evaluation Of Dpos
